The Office of Small and Disadvantaged Business Utilization (OSDBU) is pleased to issue the Department of Transportation's (DOT) Fiscal Year (FY) 2010 Procurement Forecast.  The procurement forecast is prepared annually in accordance with Public Law 100-656, Section 501 and the Transportation Acquisition Regulations (TAM) 1219.202-270 Procurement Forecast . The  forecast is one of many tools available to small businesses to assist in planning their federal government marketing efforts.

The FY10 forecast provides information on anticipated DOT procurements over the simplified acquisition threshold (See FAR 2.101) and can be searched by quarter, industry category, Operating Administration and key words. The forecast is for informational and marketing purposes only and does not constitute a specific offer or commitment by the DOT to fund in whole or in part any of the procurements referenced herein. The FHWA Office of Real Estate Services and its stakeholders are in need of a study of the actual costs businesses incur as a result of having to relocate for a public transportation project. Current practice and regulation require only that the State document any reimbursable costs up to the Uniform Act statutory maximum. The primary focus of this research effort is to determine the costs that a business incurs which would be reimbursable if not the statutory maximum reestablishment expenses and the additional in-lieu eligilibility that a business might receive.

The FHWA Exploratory Advanced Research (EAR) program focuses on longer-term and higher-risk breakthrough research with the potential for transformational improvements to plan, build, renew, and operate safe, congestion free, and environmentally sound transportation systems. Based on initial stage investigations including but not limited to literature scanning, convening of experts, and market research, the EAR Program anticipates soliciting for research proposals in six to 10 topic areas.

The studies are required by Section 1927 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (P.L. 109-59).
