DOT Small Business Innovation Research (SBIR) Phase I Awards

The SBIR program encourages small business concerns to engage in research or research and development (R/R&D) that has the potential for commercialization to meet Federal research or research and development objectives. The objectives of the first of two FY08 SBIR solicitations range from improving safety, to minimizing environmental impact, to reducing traffic congestion. The SBIR Phase I awards provide small businesses the support to conduct Phase I research which is designed to prove that the concept they proposed could work. The focus for these efforts is developed by the US DOT's Operating administrations (FHWA, FRA, PHMSA, NHTSA, FTA, FMCSA, RITA, FAA). The administrations, supported by the SBIR program office, research various needs and issues facing the transportation systems and generate topics/problem statements. The modal administrations that submitted topics for the FY08 SBIR1 solicitation are:

  • Federal Highway Administration
  • Pipeline and Hazardous Materials Safety Administration
  • National Highway and Traffic Safety Administration
  • Federal Railroad Administration

These topics, and the necessary funding, are forwarded to the Volpe Center to solicit and award. The topics solicited and awarded from the FY08 SBIR1, are summarized below. Sabra Wang & Associates: 081-FH1 - Balancing Safety and Capacity in an Adaptive Traffic Signal Control System:

This research is designed to develop a methodology that will identify unsafe traffic conditions such as rear-end, angle and left-turn crashes at individual signalized intersections, and in arterial and grid signalized networks. This research project will have a final product would be developed to alleviate such safety risks by adjusting controller timing and operational parameters.

Beneficial Design Inc: 81-FH2 - High Efficiency Pedestrian Sidewalk Assessment Process

The objectives of this project are to: 1) develop an electronic device and software that will allow localities to determine compliance with Accessibility Guidelines. This device and software will be able to measure and record information in public rights-of-way, integrate into geographic information systems (GIS) with design templates for sidewalk mapping layers, and process data for reporting on the accessibility of public right-of-ways for inclusion in integrate into the data localities American with Disabilities (ADA) transition/capital improvement plans.

S-K Environmental Inc: 081-FH3 - Development of Equipment Washers for Invasive Plant Prevention

Develop strong prevention tool addressing increasing invasive species issues for State DOT construction maintenance departments and projects to easily rapidly efficiently to be used by all State DOT.

Migma Systems Inc: 081-FH4 - Motorcycle Detection, Classification and Characterization

The goal of this effort is to create advanced technologies to detect motorcycles, classify them separately and accurately from other vehicles and identify different kinds of motorcycles such as heavy touring-class motorcycles, light motorcycles, motor scooters, mopeds, bicycles and tricycles.

New Global Systems for Intelligent Transportation Management: 081-FH5 - Open Source Microscopic Flow Model for Researchers, Universities & Special Projects

This contract is for the development of open-source microscopic traffic simulation modeling software that re-engineers current modeling programs. Open source code will enable the software to be used by various research institutions and allow these institutions to improve the program and/or adapt for their specific needs.

Calspan Corporation: 081-NH1 - Use of Technology for Understanding and Calculating Pedestrian Exposure

This Phase I effort is for the development of the technology and methodology that can be used to accurately measure pedestrian exposure. The specifications for the technology and the software required to record, store, and offload the pedestrian exposure data will be derived. The feasibility of using this technology and methodology with various types of pedestrians, in various types of walking scenarios, will also be determined

Autonomous Innovations Inc: 081-NH2 - Development of Methods/Technology for Collecting Motorcycle Exposure and Crash Factor Data

This award is for the development of a novel, comprehensive monitoring system for motorcycles that will monitor vehicle miles traveled (VMT), as well as a variety of physical measurements, to understand the exposure and factors in the increased numbers of accidents among motorcycle riders.

Odyssian Technology LLC and Integran Technologies U.S.A. Inc: 081-PH1 - New IN-Field Composite Repair Techniques for Transmission or Distribution Pipelines

The objective of Phase I is to demonstrate that the mature nanotechnology-based structural crack repair concept can be adapted for application as an in-field pipeline repair tool. The repair would be comprised of a thin layer or sleeve nanocrystalline material applied to the damaged region of the pipe

Drakonas LLC: 081-PH2 - Reducing Traffic Pressure During Hazmat Incidents by Utilizing Situational Awareness Capabilities

The goal of this project is to reduce traffic pressure at "transportation events" involving hazardous materials. The technology to be developed shall enhance situational awareness of first responders and transportation officials. This technology, achieved by creating an information frame work combining modern "cutting edge" tools, will also aid with interpretation of traffic conditions.
